The Reimbursement Toolkit includes cost templates, sample documentation, and clear, step-by-step guidance to streamline claims; as well as recorded training to help jurisdictions successfully prepare and submit reimbursement claims. Together, these resources are designed to simplify compliance, reduce administrative burden, and strengthen equitable emergency communication across the region.

About California Emergency Translation Requirements

California AB 1638 (2023) established requirements for local governments to deliver equitable, multilingual emergency alerts and warnings to communities with limited English proficiency into California Law (CA Govt Code § 7299.7). Beginning January 1, 2025, jurisdictions were required to identify “threshold languages”—based on the number of language speakers and English proficiency—and ensure critical emergency information was translated and accessible in those languages. The law also established a pathway for jurisdictions to recover eligible costs associated with this work. In August 2026, the California Legislature amended the requirements for threshold languages under AB 2341 to require translation for all languages making up at least 5% of the jurisdictions population who speak English less than “very well” according to the American Community Survey.
